Do not be mislead by the "Director" in titles such as DCD and CD, they are inflated.
Equivalent of DCD = Manager/Senior Manager in Public Service. While, CD = Senior Manager/Asst Director.
They are not equivalent to a full-fledged, DD or D.

I believe they do, but don't take my word for it. Generally you can expect to wait up to around 1 to 1.5 months.

It depends on vacancy, whether the DCD or CD role is available.
As, there is a high turnover rate at the CC level. If ur DCD or CD resigned, then you will have the chance to promote fast. If your DCD or CD stay on, then you will likely be CM till kingdom comes.

What's the difference between CM and SCM? What's the pay ceiling like for both? Some bckgrd info about myself, I am in another stat board, age 31 male. Gross about 6.4K/ mth. I am interested to join PA. If offered CM/SCM role any chance of getting a pay match / increment?

The only role you can apply is SCM in order to meet your salary expectation. CM's salary range is much lower (MX12-13 range). CM and SCM are doing almost the same things..
