I guess it depends? I got a offer from PA even though i am from private uni.
And just nice I was being offer to go for MINDEF 2nd round of interview lol...
It is just a matter of time and try to build on your strength when you go for these interview.

be thankful that they didn't accept u. i saw a couple of private uni graduates (not from NUS/NTU/SMU/SIT/SUTD/SUSS) on linkedin working as CMEs in PA.

it makes me feel bad for them spending 20k on a degree cert, only to be employed on a diploma payscale.

I applied for CME and was offered CM position.

Not bad, congrats to u! I think interview sometimes also need luck and depends on who ur compeititors are since so many graduates/mid career people all fighting for same position.
