I know someone who work in PA recruitment and she told me the main problem in recruiting this kind of grassroots job is:
1) Few hundred applicants for 1 job
2) Poor quality candidates as most are leftover cannot find job in other private or public organization
3) High turnover, during interview promise anything because they are desperate to get the offer, but once join cannot take the working hours and stress and quit
I recommend people try to exhaust all other options first before applying for RC jobs, the turnover is high for a good reason. Just because you like to chit chat with your neighbours doesnt mean grassroots is for you.

Anyone managed to pass the interview so far? How is work as a CM (responsibilities, work environment etc)? Is it really as bad as described by people here..?

if a person has never worked before... then he would probably think it sucks because young people nowadays have a rosy picture of working painted in front of them.
if a person have worked in places like SMEs and hardworking industries such as construction... this position would be like heaven to them.
