They have to compete with banks, tech companies and MNCs for these pool of engineers, so they have to offer competitive wages to attract people.

maybe because a fch for an engineering degree in local u is really damn hard to get? shows that they have strong learning capabilities i guess. plus dso/htx usually does research for sophisticated things like defense/weapons systems etc. research wise theres really not much relevant experience required, as long as you show you can learn/comprehend new things fast

Salary review was conducted in 2016 to boost the wages of engineers in the public sector, so as to attract more people to do engineering. I would say this is a good move as the private sector also had to raise wages to fight for engineering grads. Engineers are known to be underpaid in SG, this is just merely making things fairer.

agree, Engineers have good analytical ability and we need good ones to drive forward strategic projects in defence and what not

Since today years ago, because they finally realised that local capability needs to be built up instead of importing foreign talent.

Oh wait sorry this is civil service and govt jobs. Not like they would offer if the honours classification is below a certain class. Doubt 2nd lower and 3rd class are even considered. Still need to be of a certain standard. Which means they would have gone to other equally or more prestigious companies and roles.

Why can't we import foreigners for civil service to help govt cut costs? :o

Because the gov prefers helping their own citizens to cutting costs.
I think through covid-19 it is clear that the gov have a fat reserve in their bank, money is not really an issue to them
