Hi would like to ask, is ACE a permanent division within MOM? What are the job opportunities and progression like? Trying to decide between this and another job offer from LTA. The salary offered by ACE is much higher than LTA's offer though job security and progression is more important as I'm a fresh graduate

That seems odd, what position are you applying for? LTA should normally be able to pay more than MOM, are you considering the full package? Hiring for ACE basically caused MOM's headcount to double, so they will likely slowly downsize once Covid is less of an issue.

I'm entering LTA as a senior associate, $3.3k vs MOM (ACE) as a senior housing officer, $3.5k. Do you know if its possible for staff to be transfered to other departments within MOM? Thanks!

If it's $200, I would suggest LTA, the salary's lower than I expected but they might compensate you better when you have more experience (try asking hr on typical career/pay progression).
In government, HR will tell you that you can only transfer after 2 years (although there are cases where a transfer happens in 1 year). I am not sure about ACE transfers. There's likely to be many ACE staff hoping to transfer over to the other depts. Even if you do manage to do so, you might be placed on 1 year contract to gauge your performance before turning perm.

If I am a MX13(I), what's the chances of promotion to the next grade in this coming appraisal and PG exercise?
Also for the merit increment, is it fixed across for all or is it based on your PG and CEP? What is the amount (percentage).
If there is a promotion, will there be a merit increment and promotion increment at the same time?

ACE Group was newly created division last year in October 2020 and is parked under MOM. Currently, most of the jobs within ACE are contract-termed. I would say that in ACE, everyone is new (less those seconded from other agencies or transferred from MOM within who are full-time permanent) so can’t say for sure about job opportunities and progression. You have to compare and decide yourself whether a full time permanent job or a contract temporary job between LTA and MOM (I believe LTA is a permanent full-time job?) suit you.

For housing officer, is there an allowance? If there is, it will be higher than the LTA post. Having said that, it is a short 1 year contract with another year extension likely, so you do your judgement.
MOM policy states that one has to be in the service for 2 years to be considered for other positions available in other divisions/departments. That of course will need to go through the interviews etc but you will have priority over new candidates. So it is possible to be transferred.

Performance appraisal exercise is done twice a year. The boss, which is your CO, has to put up a promotion for you in one of the 2 exercises. That said, as most of the bosses are also ‘parachuted’ into the role, don’t think about it for the next 2 years? For those seconded or transferred to ACE within MOM, they are permanent staff and the boss will have to raise up based on their performances as well. Is all about the boss whether he is doing the right thing or not but within 1 year to be upgraded, quite unlikely… but of course, there are always exceptions…
