No you can't. The right thing is you terminate your current employment and pay the fine back for not serving the notice period.
Iras. Cpf all have start date and end date. Computer system can check and have fraud detection algorithm built into it.

If you are serving notice, you are still considered an employee of your current employer.
You should check with your existing employer whether you can start work with your new employer during your notice period.
