I have been given B for many years in a row, but when it goes up for moderation, I always get pushed back into C.
The queuing system for promotion is amazing...

i think we should reference grades as final (moderated) grades. it should be in the end B. so have to aim higher if you getting C(or C+) in the end. it simply means you are not as good as the ones who got B or A in the end.

getting B at pax4 is much more difficult than getting B at pax5.

That's true. Pax4 staff will be competing with other pax4 for B.

It just means you will be placed into a suitable salary grade, but they determine it and will have final say.
Basically, it doesn't mean much.
