It's a shortlisting email, more or less an offer. What is left is the due diligence check before the actual offer is given

1. u pass all bg checks, pass the 2 reference checks from ur last job
2. they offer the people they want first, if they reject then it comes to u because at the end of the day dbs also need fill 200+ seed positions

LOL you're the one who doesn't know the actual interview process. Shortlisted is equivalent to almost getting an offer,all they have to do is just wait for the pre-employment screening to be done. The second point is only applicable for those who received the kiv email.
