Unsuccessful means unsuccessful. What else can it mean?

I just applied last week and one officer emailed me asking for further particulars to be furnished via online form. Not sure if I can get it but the status in career@gov stated ‘In Progress’. I have applied before numerous times and got the status ‘Unsuccessful’ immediately after a few days. I hope i will get it this time around because ot has been my ambition to be a part of this drug enforcement agency
