You shouldn't have entered the public sector. It cares more about whether the degree is from public uni and its grades than actual employee performance.
Private sector only cares about where the degree is from and how well you did for the first job; ultimately work experience and good references still matter more. After the first job, it is all about your work performance, skill set and network. Unfortunately, your current job is in the public sector so your current work experience may not seem very transferable to the employers.
With the economy seemingly in/going to be in recession, it is just a pretty unfortunate time for you to make this transit.

A lil background:
28 this year and am in the public sector. Started out as contract staff and was lucky to get converted to perm within a year because my predecessor left.
I thought this was gonna be my career as i loved what I'm doing and the colleagues around are nice. However, 4 years in I started to feel quite sian about my job and especially so after learning that I'm quite far behind my peers who are in the private sector. In addition, it doesn't helps that I graduated from a private uni. So, I guess my career end point at here won't be very high and promotion might be slower?
I've been applying for jobs in the private sector since Q3 last year. Mostly in the banking & fin sector since I major in this. I only managed to get called up for an contract role interview and wasn't chosen. Then came Q4, I can understand open roles are more limited as it's the holiday season and people are waiting for bonuses. Thought it will turn out better in Q1 but covid19 hits and it seems like an recession is coming.
