Perhaps, but that is assuming the officer gets to MX11A in the first place. There's a quota for this, and not everyone can be promoted to MX11A. Probably most will remain at MX11 at the most part of their careers, retiring st MX11A at best.

Then in terms of pay scale, SEO1 is equivalent to MX11A or MX10 (before crossing the bar)?

Comparing same timeline of entry between teacher and MX officer,a vast % will easily reach 11A. I cannot imagine working since fresh grad.or even mid-30s not being able to accelerate to grade 11A. If not, it would mean just one promotion in her career life time. Better off not staying on.

That's why i was wondering say average performer from uni with 2nd upper can hit what grade ultimately

You will be surprised. Not everyone can go beyond. I have known people who are still at MX11 even when their years of service is very long.

Percentage is unlikely. You are talking about director or DD level for superscale 9. Should be less than 15%, maybe 7-8%

continue to work hard. Very likely a CEP of MX9 for now. Your organization must have a lot of vacancies to allow for such fast back to back promotions.
You won't get promoted as fast if you were in a ministry that has become saturated, even with the same CEP.
