Yes, agreed. Civil service is good for the average performer. Just continue to farm. Will earn enough to get by. Won’t be full but also won’t starve.

You have every right to be annoyed, but don't worry too much. Across the civil service as a whole, your situation may not be uncommon. I recall in the past dpm teo mentioned something along the lines of there being around 6-8% of the whole civil service who are MX10 and above (including AOs). If you wana go one step higher, he said the following in 2015 COS speech:

"In actual fact, the MX 9 (Superscale) pool is part of a select group of senior civil servants in senior leadership positions. They made up just 1.2%, just 1.2%, of our 76,000 civil servants then."

I knew of a colleague who retired from saf and joined my office, and she was converted to a mx11 and has been one for the past 4-5 years.

It may be a case that you are in a place where you have too many high flyers around hence your ranking gets lower, or perhaps your bosses dont give you projects that can profile your work better. In that case a transfer to another ministry may be the better option.

K then name some stat boards tt give mid yr and end yr bonuses along with pb. For example, most stat boards, like ESG and DSTA, don't have them.

“High-flyer”, in many cases, merely means how much the bosses like you only. There are many such “high flyers” with laughable abilities and inadequate experience.

Secondly, many projects have lists of tasks and phases. Being involved in one or two tasks/phases doesnt mean you get recognised in your appraisal as having done a “project”. Then, there are many useless projects for the bosses to make their dept look busy but in reality, you also wont get promoted because of that.

I intend to appeal to management. My boss intend to fight a double promotion next year, to compenstate. Fighting from MX 12 to MX 11 is already so hard. She still want to fight for double promotion

Is she just paying lip service? If she is capable of fighting for you double promotion, why she failed to promote you from 12 to 11 in the 1st place?

does anyone know if pb assessment is frm jan-dec? will I still be graded if I am on ml frm feb followed by npl for the whole year?

I wanted to seek appeal. What is my chances? I did so much xtra and above task. Staff came much later than me, all got promoted except me. I nvr get C+ for consectetive yrs. Would appeal help
