I joined as a diploma holder and took about 11 years to reach MX11.

It depends. My colleague of mine came in as a diploma grad with relevant experiences at Mx13i and still holding to it. The leap to Mx12 is big as it a total different league where u will be ranked among the pool of Mx12 with fresh grads.
Only those deemed with high potential or capability to perform higher grade will be able to obtain Mx12 or higher grade but most dip grads will capped at mx12 or lower.

I too was long in the service, the key is consistent performance and yet able to cross the salary bar be it by default or with enough bandwidth. The latter of cos is better than default promotion.
There are many officers who are stuck at grade 12/11/11A. And grade 10 only a selected few got it as that's limited positions. Even then for the grade 10, how many can go to grade 9 those superscale level

How rare is it to have MX10 and also MX9? While they are not as many as 12/11/11A, in the ministry i am at, it does appear to be a sizeable number and not as rare as the above says. Welcome views from others especially the old birdies.
