By now they already have the names of the promotees, it is a matter of when or how each individual stat boards/ministries’ practice of announcing it to their staff.
Also if you are close with your RO, he/she may tell you earlier; this is provided they themselves are aware of the news… sometimes nothing is being communicated downstream before the main announcement. (Unlikely for most but possible if the organization is in the midst of reorganization/transition)
Of course being pushed for promotion and actually getting it is two different things

Would RO normally talk to you separately if they were to give you a grade below C? Can I assume if my RO mention to me anything about perf grade, I would be getting at least C?

Perhaps there is a minimum number of years of service to clock… have seen people with 4Bs and not promoted…

Clawback clause
What is the clawback clause for PB? Cannot tender in March? Tender on 1st April? Have an offer from another place currently and they are okay with me starting in May because I mentioned PB is coming.

If boss informed me he will be pushing me for promotion during appraisal time, but until now got no sound no picture, does it mean high chance never get? TIA!

Don't be disheartened. I was the last in the dept to be told of my promotion by my DD last year. Literally a week before HR announcement.

Depend on high your appointment is. At higher appointments, the pool is small, and someone must tank the C-. At the lower ranks, C- may mean you are not meeting expectations and/or have a pending investigations against you.
