Quite uneventful.
You will not grow taller after the jump.

Although the MX10 and 9 ranges look odd. there is no overlap in $ as with the other MXes. $12,300 jump to $16,700!

Huh? Is that only applicable to your own Ministry or SB?

This generally relates to anniversary promotions at lower job grades. Recently, this is a common phenomena and intended to retain talents, i.e. by telling you this year that you will be promoted next year.
3) Your boss informs you that a push for your promotion was made, and it has been endorsed by the highest authority. You either know it at this point or at point #1.
Good luck.

Will it be announced together with the PB?

If you are due for promotion. Your boss (e.g. Director) will give you hints or tell you upfront that he is looking to push you for promotion. This will usually happen at the end of the year when he/she sees you for appraisal.
Of course, either he will confirm with you again in Jan/Feb in the following year or when you are notified through more official means.
