I think what he said is true. Other sectors pay higher remuneration.

There was a conscious effort in the past to pay civil servants very well so as to reduce the temptation of corruption. So his choice might be made on such a representation back then.

Hi just to check for CS, my RO told me I would need to work till 30th April to get my PB.. is this true for all CS?
