Now I know why my former bosses' attempt to find out and increase my CEP failed despite a streak of high performance. Senior management doesn't like me and there is no fixed formula.

Sad to say , that's how things goes. The word favouritism exist in the dictionary for a reason.
One's age also play apart in the promotion assessment , if 2 candidates are on the same performance level, same output, and judged to have the same abilities, the younger one will have one up on you.

Yep. This is so true. Favourtism plays a huge part.

Someone in my office is always a yes guy but always fail to deliver on time. He will get his promotion before me. I always tell the truth, which is what mgmt don't want to hear.

If you want to get promoted, just be the devil and say yes to everything your boss asks you to do.
