There is no formula to determine cep. It is up to your RO and periodically it is reviewed, upgraded or downgraded. So while children does not feature in it, but if your boss is anti kids, it might impact in certain way

That's really arbitrary.

Now I know why my former bosses' attempt to find out and increase my CEP failed despite a streak of high performance. Senior management doesn't like me and there is no fixed formula.

There a variety of reasons. All cep are tie to the job, to move up there must be a post available. Which is why there are posting, so individual will not be limited by the lack of post
