HR will decide who will get promoted. Of course your boss will decide whether you are worth promoting before pitching how good you are to HR, HR will then questioned them why you deserve to be promoted. You will be pitch against a lot of other competitors from other departments. So it is down to two things apart from you working hard etc. Luck and how good your boss can fight for you. Not only promotion but as well as your performance grade. There are so many promotions and good grades they can give.
So don’t think that you work hard, boss give you good appraisal means a good grade or promotion is a guaranteed, there are a lot of many other factors thrown in.
Don’t give up is the main motto here.

Try to hang on to your job. Not easy to find job that can match CS pay in current pandemic.

Got my PB.
Uniformed scheme, equivalent to MX 12.
B+ = 3.81
Pre-COVID B was 3.45. And pre-COVID MI for B was $398.

How do you find out about your performance grade? I’m still in my 1st year, and have received a pro-rated performance bonus but am unable to locate my performance grade on pac@gov.
