should be the other way round.
most SAD are mx11a but SAD can be as senior as mx10

Hi,

I'm an asean scholar from Vietnam.
Currently studying in NTU on Track to FCH.

I would like to apply for a civil service position as a scholar but my Singapore friends told me civil service is only for Singaporean.

Is it true?

Can a PR work for the government?
I'm very interested to join govtech as I'm a strong in tech and a scholar.

Or am I denied the opportunity because I'm not Singaporean?

Go serve Vietnam civil service after you fulfill your 5 years bond working in Singapore.

You have to pass the security screening first.

You mean every civil servant have to get security clearance?

ministry are less likely but stat boards more likely to accept PR and to some extent some statboards Foreigners if a niche skills is needed such as deep tech skills

I believe some roles are open to foreigners (e.g. scientific research), but most positions require minimally Singapore PR. Those in in ministries and sensitive roles are usually open to citizens only plus you'll need to go for security clearance. I believe this is the norm for any country government, so it shouldn't be surprising. If you are really interested, suggest you get the answers directly from the horse's mouth. ;)
