What does having a "lean" CS mean?
It could mean many things e.g.
-paying less while requiring more output from workers
-shrinking the force perhaps by attrition
Either way...reducing the pb, increment, and mid/end yr bonus are ways to achieve this.
We have seen what happened to last year end bonus. Watching the PB to see if the messaging is consistent.

When u tender resignation, the pb is consider forfeited if it has not reached your bank account.
Eg, one day before the pb, you tender and need to serve notice. Tomorrow you will not get a single cent of PB, and you Still must serve notice.

The vast majority of CS/PS staff will get C (I mean C-, C, C+ etc) or the equivalent, which is the minimum grade to qualify for PB. B grade is uncommon, unless you. either clearly perform above your peers, boss likes you, you are not a farmer, or lucky. A grade is much more rare, even scholars do not always get A consistently.

is there merit increment for C-

Performance bonus is something you "earned", so by right it shouldn't be delayed, just like your salary. So far Jan and Feb have wuhan but your pay still come on time right?
