- Ask your boss thru your Supervisor for any "CCAs" they can nominate you for. Being involved in organising committees for events like family day, DnD, Innovation day, etc will give you a bigger network, and you may have the chance to interact with senior management at such events.

- Also volunteer for small tasks like meeting secretariats, writing speeches, liaison officer for events etc. These help bosses get a better feel of how you think, how you act under pressure.

- Network outside your team and dept. Meet with other colleagues for lunch and get news on the grapevine. Who is leaving (vacancy!), who is a good boss, which Dir is new, what is the Dept focusing on (e.g. aging agency workforce, hence need to reduce manpower on repetitive tasks). This helps you understand what are the growing areas of the SB where new blood, ideas are needed.

- When you go to your Supervisor, DD or Director, with a problem, give them solutions. Have one good solution, with a couple of alternates, and be clear on the pros and cons. They may not proceed with your first solution, or any of them, but it helps them see you are thinking critically. Remember you are the officer who has the best understanding of the ground dynamics, but your bosses have to consider dept-wide, SB-wide, or even ministry-wide implications. Give them a solution that tries to balance both perspectives.

-Review your past PB grades. Like one bro here said, you need a minimum of 2 consecutive C+ to get into the promotion queue. Take a look at your portfolio to see where you can value-add, or add more tasks that make that yearly assessment look better. Dont view the mid-yearly or end-yearly assessment a chore or have your supervisor chase you for it. Have a good store of high points/accomplishments so that your supervisor has plenty of ammunition to propose a good grade for the Director to support.

- Lastly and seriously, if your Director is not giving you the C+s, and not willing to give you tasks to profile yourself better - look for a new Dept.

If you're now at the ceiling, next year if you get promoted again will cross it right?

The reply posted to this post earlier (the long post) with tips on how to gain more exposure and increase chances of promotion/raise CEP are pretty spot-on. To summarise, don't just do work assigned, instead ask for some CCAs as well, and most importantly, be SEEN to do work as well. From personal experience, visibility of work done is just as important as doing the work well (though I have to admit I myself have been guilty of being just focused on completing the task at hand)

I haven't dealt with the salary stagnation scenario yet, but I have some friends who are in that situation. Have one friend in early-40s who has been in that position for 3 years now, stuck at MX11A. His approach is to be zen about the whole situation since he is very comfortable with what he earns vs what he spends (also helps that he is single).

Salary stagnation is usually due to CEP-related issues. So, the only way to overcome is to do stuff that raises CEP, which then puts you in a good position to be promoted. Otherwise, as I have suggested before, 2C+ puts you the promotion queue, but in a low CEP situation, even 2B+ won't help your case. I know of someone who has had B+ for 3-4 years in a row and still hasn't been promoted (recently stuck with salary stagnation issues because those pay increments add up quick).

Lastly, I doubt furthering studies will help increase your CEP - unless its a case of being sponsored to further studies by your organisation. However, it could be a good way to gain new skills or improve your chances to land another job (e.g. if you did an MBA/MPA).

I fully agree with what is written below.

Further studies don't help, unless it is initiated/sponsored by your organisation. Then it will be a totally different story.

Indeed, a lot of people grumble about slow progression or lack of promotion. Compounded by comparison with peers too. Yes, it all boils down to CEP.

There are ways to enhance CEP (which I wont share here). It's not magic though. Just got to work very very smart and very very hard.

Not easy to promote nowadays, those low salaries affected the most, yearly less than $200 increment, stagnant if hit ceiling.

I saw the merit increment on the Pac and gov portal.. for those who are promoted when will the promotion increment be updated?
