You have every right to be annoyed, but don't worry too much. Across the civil service as a whole, your situation may not be uncommon. I recall in the past dpm teo mentioned something along the lines of there being around 6-8% of the whole civil service who are MX10 and above (including AOs). If you wana go one step higher, he said the following in 2015 COS speech:
"In actual fact, the MX 9 (Superscale) pool is part of a select group of senior civil servants in senior leadership positions. They made up just 1.2%, just 1.2%, of our 76,000 civil servants then."
I knew of a colleague who retired from saf and joined my office, and she was converted to a mx11 and has been one for the past 4-5 years.
It may be a case that you are in a place where you have too many high flyers around hence your ranking gets lower, or perhaps your bosses dont give you projects that can profile your work better. In that case a transfer to another ministry may be the better option.
