What's the typical CEP for a 2nd upper honours from local uni?

update: got promoted to MX11 after my first year review... got almost 9% increment and most likely to stay for at least 4 years before i will hit the minimum entry salary to 11A

You don't calculate in percentage. If this person is $700 from ceiling, he/she would be somewhere in the middle range of the new grade. Anything higher then this person will be near ceiling again. Unless extremely good performer, will hit ceiling and remain stagnant. Even 1 year of no increment can affect morale.

Private sector usually uses CEP system too? Noted it invent from Shell Company and not Singapore government.
