Because CEP could be set at two grades above the entry grade (12 in this case), especially for mid-career officers.

Hi
Need some advice from the pros here. Does CEP gets mapped over if an officer resign from service? Example of a situation below:
I am in ministry for close to 10months but RO gave her subjective view of my AIM. Not so good. If I manage to join a Statboard, resign from ministry without transfer of service, will my CEP be mapped over to the new stat board? Will Statboard HR call ministry HR to enquire my past CEP?

From my understanding, no because it is not a transfer of service. However, this does not mean that your previous HR did not share any reference with your current HR. Aim for a fresh start with good attitude at your current place.
