Erm shouldn't you be looking at the 2009 end-year bonus which was 0.25 month, capped at $750?

If it were this, I would have gotten $750 - more than what I will get this time.

Minimum lump sum is $250 which I will get as degree holder. As I am $4.1k/mth, I will get $410+$250 =$660.
$660<$750.

At $4.1k/mth, sounds like you are still quite junior, at most 2-3 years in the job, and want to "change we can" already...
If you think you can do better, suggest contributing your talent to the private sector

Who are you to say? You are not supporting a family on this income so dont impose your comfortable experience on others who might be struggling.

I agree. Some are really struggling to make ends meet and are looking forward to a better avc.
