The Govt pays you for 28 days every month. The extra days cumulates to one extra month. 13th month is your PAY, not bonus. British system. If AVC is 0, then you have no year-end bonus.

The delay might have something to do with the passing of an union leader (G Muthukumarasamy) who served as General Sec of the Amalgamated Union of Public Daily Rated Workers. I believe its not a good time to announce the bonus in light of a passing of an union leader, hence the delay.
