The pay cut in 2003 was for senior public servants. The rest was pay freeze. Should be the same this time around too?

But this time the situation is worse.
Since senior civil servant and political office holders already cut 10%, i suspect maybe they will cut further to 30% for senior civil servants and political office holders. This is to show solidarity with the civil wage servants.
Then for rest of civil service 10%, then front line workers like in moh cut 5%.
For low wage less than 1.5k don't touch.
The reason they need to cut is because the private sector needs to cut as well. If public service dont show good example, then private sector cannot cut. If cannot cut, there will be more retrenchment.
But it is a tough call. Cannot cut too much if not decrease demand, and mortgage foreclosure also.
Somehow must keep the whole system afloat.
But I guess the only good thing is all the tdsr and property cooling measure actually stopped the bubble, so I don't expect foreclosures even if CPF is cut.
This is just random guess. We will need to wait for official announcement.

"The reduction is 10% for officers in the Ministerial grades, 5-9% for officers in the Superscale grades, and 1-4% for officers in the Timescale grades. "
Timescale refers to us who are below Superscale grade

Yeah, covid-19 is way worse than SARS. So maybe double of even triple the deduction compared to 2003?

don't think so as that will mean superscale grades and above will have to take a massive pay cut

For GLC and Temasek companies, some senior management are taking as much as 20-30% pay cut. Anything is possible.
Normal employees are taking 5-10% pay cut.
