i heard from my junior that last year (2021) only 18 got into tap and it's getting more competitive compared to 2018 days, when i got in. almost everyone is a first class if not valedictorian. for the rarer second uppers, they have a portfolio that stands them out of the crowd.
tap is a exclusive leadership trainee program. its a way for govtech to select potential future tech leaders, not a way for govtech to "mass hire"

interesting, altho from GT's point of view there really is almost no distinction between contract and perm estab, not even salary benefits etc differ.
however like ppl have said, if u are hired via an external recruiter (or god help u if u are attached to GT as vendor) then diff case.

They are the minority.
Most non-TAP fresh grad hires (the bulk majority of fresh grad hires) are on 2 year renewable contracts.
Some are on 1 year renewable contracts.
The remaining are hired through external recruitment agencies.

Yes FCH and second upper get the same pay. GovTech does not differentiate FCH and second upper unlike other government ministries/agencies

are there any cases where the contract ends but its not renewed? lol aka get terminated?

This is because of the way govtech gets money for projects. If project doesn't get continued then the ppl are let go. Hence all on temporary contracts. Sad but true.
