yep it's when you can't get into TAP. you can apply directly to the job roles and be interviewed by the engineers directly. 2/3 technical rounds. also don't need to be interviewed by senior management
but you'll be under contract, renewable annually/biannually. not on the perm establishment which you have to fight for during performance evaluation. only tappers emplaced on perm estab
tappers also start on a higher pay grade (and on the higher end of that pay grade)
i heard from my junior that last year (2021) only 18 got into tap and it's getting more competitive compared to 2018 days, when i got in. almost everyone is a first class if not valedictorian. for the rarer second uppers, they have a portfolio that stands them out of the crowd.
tap is a exclusive leadership trainee program. its a way for govtech to select potential future tech leaders, not a way for govtech to "mass hire"

about 18-22 enter tap each year.
8-12 are smart nation or psc(engineering) scholars and emplaced on the programme. non- psc(engineering) scholars, psc(engineering) scholars not tied to govtech, and smart nation scholars not tied to govtech, must sit the tap assessments.
the remaining 10 are hired thru the tap assessments (4-5 rounds)

Surely there's a limit to how many they can hire since TAP is on the permanent establishment? Don't you know that GovTech's permanent establishment is almost always full and they always resort to contracts to mass hire. My colleagues are always asking to be put on permanent headcount only to be told headcount is full so they will at most get a contract extension
20 people is too many imo. Leave the headcount for those who have spent years working in GovTech
Btw GovTech is super elitist nowadays. Well known that PSC scholars and TAP get much more opportunities and are promoted faster than the contract hires. And paid much more (my friend got a six months bonus on TAP salary).
If HR is reading this better choose your TAPPERS / "future leaders" more carefully. Don't just look at academic results (e.g. valedictorian means must hire). Make sure they deliver their $$$ worth
