I hear from my TAP friends the expectation is that they jump a pay grade every year. And after 2 years they stop become Associates

Just count the number of local uni valedictorians in TAP

TAP is a fast-track leadership programme for high potential engineers. I think their fresh graduate programme is the direct hires through job listings on Careers@Gov

that is true, the programme is only 2 years hosted by HR and after that, the headcount goes back to the Cap centre...
imagine u only worked for 2 years and a grade G engineer... those outside hired with more years of exp also G/H... sometimes it's hard to justify your headcount and you are likely to be in the G/H for a loooooong time vs those that have more exp.

Those that consistently perform (and many do) continue to be promoted. But perhaps why they perform is because they receive more opportunities by virtue of being from TAP (perception of capability)

from D to G yes, after that no, TAP is nothing compared to the PSC scholars transferred to GT
I know of a PSC scholar grad in 2016, transfer to GT in 2019 from a ministry till now still Grade G, maybe promoting this year to H only..

Does anyone know if an applicant will be informed if he/she did not managed to qualify for the next round?

TAP starts at E. PSC(Engineering) scholars have to pass the TAP assessments to transfer to GT. If they pass the assessments and get into GT, they are on TAP and are considered TAP during their GT stint
