My wife is with SIA as a cabin crew (blue). She has 4 years experience. We are planning for a baby soon. What is the chance of going over to the ground staff role or junior management role?

depends on what kind of ground staff. if looking at executive level, definitely need degree like what others have shared. in fact they are also particularly about where your degree come from. those few crews that i know, who have managed to make a transition to ground, they all have local uni degrees.

otherwise, look outside. cabin crew have good social skills, they will be able to survive out there.
