Dont think you can reach 7k base in local banks for Ops in 5 years. 7k for top 25%, more likely 5.5k to 6k for average. UOB pays the worse among 3 local banks.

It's incorrect to make such an assumption. Although increment is at 6%, their pay is tied to a certain grade/rank. Every 2-3 years, they get promoted to the next grade, which leads to a significant pay raise.
I'm not from UOB MA, but that's the case for most MA programmes.
