wrong.
Singhealth for example has 2 cycles of promotion.
NUHS has 2 cycles BUT 1 cycle in July is for the majority. Dec is considered an off cycle only for those that got A. those meet expectations cannot get promoted in this off cycle.

Yes end of the day is dependent on your boss. But my point is that some hospitals will be faster than others due to to this difference.

those that join nuhs after june/jul are severely disadvantaged as minimum need 2 years to be up for promotion.
if u join in December, this means you will only be eligible for promotion in 2.8 months time.
very very unfair policy in place.
aside from that they also pay increments in fixed quantum.
