Yeah why solve this when can just issue more bonds with local grads and lock them up for 4-6 years which by then they are unlikely to leave for other industries due to lack of transferable skills. Or they can just import from other country. I know of a certain AHP that have majority from neighbouring country because the local juniors turnover rate is so high due to low pay and demanding work.
If it’s not broken why fix?

You can always leave. You need to agree to this fact that you are only worth this much. Hence, no matter how they shortchange you, you can only suck thumb and whine in some forum
Attrition rate is bad? They can always still get new hires to replace your position. Because your daily work is too easily to get replacement.
