AHPs starting are at 4.5 if they are male and FCH after all the adjustments.

Where did you hear this from? I was the previous person who shared my 4015 starting pay. I had 2nd upper NUS and NS male. Hard to believe FCH will vary from SCH by a good $400+ especially since healthcare is notorious to offer low compensation package in the name of "service above self".
And to add on, the working hours is 42 hrs per week for 5.5 days. So tbh such pay package can be relatively uncompetitive compared to private industry.

still stuck at same grade after 3 years.. anyone knows will boss tell you that you are due for promotion next year? Or at the next tpm discussion then will know

You see, that’s the problem. The dept has their own views and perspective. But from the policy you just need to meet requirement every 2 years.
And if there are other boss that can do it for their subordinate, it just means your boss doesn’t truly care about your career development
