i'm honestly not sure i did email the HR to speed up the process because i had another offer on hand though so that might have been why. when was your interview with the hiring managers?

Just received offer later and the pay is fixed regardless of local/private, degree class, or major. It's not as competitive as said by the current SGPs, hard pass for me

did the HR walk you through the increment and bonuses? it was quite attractive, but definitely not as much as what tech companies are paying

Yes the HR did brief about the 13th month bonus, performance bonus, and almost 30 days of annual leave, but progression and salary increment is abysmal when speaking to current and ex employees.
If previous batches have 30 MAs each year, and are looking to increase the number of MAs, then this "graduate program" is no different from other mass recruiting grad programs such as Accenture "Talent Advancement Program" i.e., its just a normal job, but marketed as a 'graduate program' because other companies are doing so, hence jumping on the hype train.

do you mean that the increment range mentioned by the HR after each rotation is false and lower than what was said?
