Advice from HR needed! What does HR approval means?

Hi guys! I would really need some advice on this matter. I just attended a final interview. It went really well, or at least I thought it did. After waiting for 1 week, I decided to email the hr to help me follow up on the hiring manager with regards to my interview.

She then replied me saying that my application is now in process for HR approval. If everything is ok, I should be receiving a call soon.

What does HR approval means? Does it mean that they are doing background checks, deciding on the salary and other hr stuff to be signed off?

Or does it mean that they are looking for more CV, still considering me but undecided yet?

Any advice would be really appreciated! Thanks!
