Should not have revealed your current salary, because they will aggressively try to use monetary terms to determine your appropriate grade, over the skills and competencies assessed during interview.
And yes, you can refuse to give current salary, because minister said so last year.
Only thing you can do is to turn down their offer, as they followed their SOP, and will not deviate from there.
