You're right, and these apps were not developed by thousands of people, they were developed by a handful of developers. Alphabet has 200K employees worldwide. Not all of them are working on the Pixel phone.

Your knowledge is wrong. GT developed all of the above-mentioned apps, and a lot more.

Accenture were the ones that developed Singpass, not to mention helping cpf and iras build their systems as well. GT only manages the system and when the time is up, pay vendors to do a tech refresh of the system and claim all contribution to themselves lol.

U are right that many of the products are built by third party.
And there's reason for that. The govt doesn't need everything to be built in house. This is to create jobs and opportunities for the private sector to come in and bid for it. To let them earn some money so that they will continue to hire locals. If everything is done in house, how to deal with massive head count later.
Not to mention tech refresh is to encourage precisely this. And to prevent corruption or one company knows it all and hold the govt by the neck

Then this begs the question. Why does GT need so many people?
GT simply needs a handful of project managers. That's all.
Singapore govt should do what the Australian govt does and outsource the majority of technical expertise to the big consulting firms like PwC, Deloitte, Accenture etc. My relative works in an Australian tech consultancy and 75% of real work government work is done by outside vendors and contractors.
Singapore govt can even benefit from cost savings, because the market rates for vendors in this region (South East Asia) is much lower than in Western countries where labour cost is high.
Perhaps the only thing that can't be outsourced are systems and apps concerning national security-related areas.
