If near to contract renew date but feel dont want renew then can tell directly?

1st year contract I receive grade C. At the end of 2nd year contract can don't renew the new contract as you have no obligation. HR tell me To preamt RO few months before contract end date so the RO can do necessary action to find replacement.

2yrs contract end will have performance review and bonus or not?

Will they low ball the bonus if tell them that not intent to renew?
