Political organisation that is difficult to implement change

Pros

Decent bonus and unlimited budget to take up expensive courses for personal development. People are generally respectful.

Cons

Depends on where you are posted, if you are posted in a ministry, run. The culture is inefficient. It is difficult for new employees to gain credibility even after working for a year. Promotion is significantly challenging as you go higher with traditional methods of pitting people in grade competencies and matrices. Management forces you to conduct sharing sessions, sign up for workshops you didn't want and conduct brown bags in order to get promoted. For designers, you have to present your portfolio to a competency panel-a team of people you don't know nor work with that votes whether you deserve to be promoted. If they know you and like you personally then its easy, if not, good luck. The culture favours the loud and extroverted types, and quieter personalities get drowned out. Stakeholders could care less and are resistant to change, much prefer to stick to the status quo. It takes months to gather requirements and emails just get ignored or lost within the thread. People do not take responsibility if it doesn't give them visibility. There's also tons of paperwork to do and most of the time, the real design work is far less. I spend more time creating slides to teach people things, educate them and hope they trust me rather than anything productive for my own career growth.

Advice to Management

I don't see how anything can be changed. A bit of singaporean kiasu/kiasi culture + government bureaucracy and red tapes perhaps.

How long ago did u leave?

If u left as H 1 or 2 year ago, definitely not possible to come in as J coz u prolly wldn't have jumped 2 grades in a year or two, unless high flyer?

Agree. Need to see how long he also hold grade H.

Grade J is quite high so not possible. Grade H is more likely to retain and more chance to be hired.ok ma grade H, maintain and get higher salary

Sounds gd... unless our frien here had left as a H and gotten a huge increase? Then in that case she/he/it might just be an expensive / overpaid H or I at best.... i think its hard to see how the org will stretch to a J juz to meet expected or current drawn.

i was trold this by the HR, so i know. the word used was, "not fair to those who are loyal and remained with us. needed to ensure parity and fairness in the team."

less than 4 yoe, HR offered 8k for DBA under Grade G. is it ok?

I'm grade G with almost 10 years exp also 8k only lol
