Pros
The staff welfare are generally good (e.g. snacks provided, coffee/tea etc.). Salary is generally quite competitive if we are comparing with other government agencies. There are many learning opportunities (e.g. ample courses that helps with our competencies and cross-knowledge) given to us as well.
Cons
The directors in ENP (which is under GDS) bascially have lost their sense of directions. Instead of focusing on long-term goals, they are more interesting in meeting all those short-term or ad-hoc requirements that are given by the customers or users. As those requirements are many and just keep coming in, this end up we as engineers or developers working overtime to meet those requirements. Sometimes our work end up being furtile, because the requirements got scrapped for some reasons, and we could have use those time to do a more meaningful work that at least meet the long-term goals. Because of all those changing requirements, the purpose of the project is kind of lost somewhat, and sometimes we ourselves are also lost in directions because the ENP directors direct us to the wrong directions. They say that we have to be agile and practice agile development to meet the new requirements, but I feel that this is just an excuse to pacify and make the users and customers "happy" in the expense of our time and our that we have lost. Also, one of the directors got promoted last year despite the subpar director work, which I'm not sure why though.
Advice to Management
HR should do a thorough review of the directors performance. Instead of just looking at what they have written in the staff appraisal, they should also consider taking in feedbacks from their subordinates and consider those feedbacks as part of their performance. Other than that, the staff benefits and learning opportunities are generally good.
