Each job role and grade have certain competency levels, if u meet ur competency level and your job role & grade meets the list, then u will be eligoble for MDR. Note that its regularly reviewed based on market demand for your role. So its not foxed and not perm.

Recently got 1 performance review for newcomer, gave myself level3, manager also grade me level 3, reach the top come back level 1.
