there is implicit bias on a tapper's ability considerin past promotion records.
then theres also CEP set in the initial years where the person's career trajectory must follow. is it possible for CEP to drop? yes, but not likely since ROs hv to justify
this is not to say tappers dun deserve what they get. just sayin that evaluations are nvr from a completely objective pov
