perm headcount vs contract headcount not the same

if your job is not perm headcount, unlikely to convert to perm

That's what they will tell you. For me, i rejected their initial offer and eventually i get perm offer. One of my colleague kena cheated same as you and believe everyone start as contract. So now he is on direct contract with govtech

Contract is HR talk to control budget.
If hire everyone perm the people can't perform. Can't fire...

Contract easier. Just don't renew. Or when the project over liao. Can don't renew. Easy.

Yeah especially in gov sector. If you fire locals, then we tend to voice it out on social media. Contract, not performing, after 1 year just say no more work and contract over, that's it.

Having said that, if you're fresh grads, no harm in doing a direct contract with govtech. Just take the opportunity to learn and grow there. then move on to another opportunity

I got offered by NCS, Singtel, govtech, crimson logic.

Which one to choose?

If it is me, it will be either singtel or govtech. Try to avoid NCS. One of my colleague working in NCS is kind of overworked. Start working from 9am, finish the work 10-11pm. During the tight deadline, you might even work past midnight because especially if you're being assigned gov project
