CEP only matters if you stay in govt for your whole career. Most techies switch companies every 3 to 4 years so it doesn't matter in the grand scheme of things.

Will PB be linked to variable merit increment? Say a ranking of C will lead to increment of $X amount and a higher ranking means the merit increment is higher? Or is the increment based on one's CEP?

I dunno about your skill level (YOE != skills) but 5.5k is ultimate low-ball imo

I do an annual salary survey with my ex-students working in the top tech companies (they are mostly in the US, some are in Singapore). Not all my ex-students will respond but I generally get ~50 responses. The median data point is L5 engineer drawing roughly ~$300-400K p.a. They represent the most "successful" CS students holding what are likely the highest paying jobs in the industry.

L5 is equivalent to a principle/distinguished engineer in GT, which doesn't apply to most of us.
