if you join 10 years ago salary still between 5-6k cfm still associate lah
because today fresh grade starting 5.5k already

becoz D E F belong to one grade under old IDA scheme
in a way they r “fake grades”. they did that so that they can give the impression of promoting freshies every year.
but after F, that is where real grading begins

Not sure why even when there's clear precedence that GovTech HR can readily reference from, yet they still do the same thing. I guess maybe becoz it is less burdensome to justify to PSD on changing fresh grad salary, and they need to show something, so they just did it anyway.
Also, fresh grad easier to inculcate the Canonical Agile Manifesto, than mid-careers in various parts (particularly non-HQ) of GovTech, anyway
