The new offer market rate of ST should be up to 10k for M2 and consider the max cap 25% increment, it should be 9.4k, try to negotiate higher because the increment after joined will be little.

Sigh. I tried to negotiate even around $8k by giving what i believe are legit reasons, but HR told me their offer of about $7.7k is already the best. What to do... just suck thumb only

Yes i accepted the offer. very similar role and same industry to my current job and it will take me another 3 or so years to reach the pay that ST is offering.

To be honest, I think the pay is not bad, and you have added stability and possibly better work life balance too
According to one of the posters here, if the ceiling is 9500, it also means you can keep getting increments (yes, they're small, but at least they're guaranteed and exist).

Last time, when I nego with ST for a M1 role using another offer with a higher pay, the HR told me the same thing, they cannot offer more money but they can offer more work life balance and Mc.

You are probably misguided for believing there is work life balance at ST, M1 till M3 are just low ranked manager, and you will have to carry out the actual work instead of just commanding people, so if you are in software development role, you probably will need to write code till 12am either at home or at office even your title is manager. At ST, all titles are inflated.
