What is not correct is that HR is offering 4.8k to 5k to fresh grad this year.

tMy team hired an E5 in 2018. We offered him 3.8k above the 3.6k.
Now he's 4 years. Boss didn't give him promotion to E6 and he showed me his pay slip recently.
Its only 4.4k.

While new hire this year come in at 4.8k.
I feel very angry for him. I told him I can feel his frustration. So I told him don't work too hard.
Let the new hire do all the work. You just supervise.

Later your project on fire, then boss take notice and start the promotion cycle.
